Pro se litigant sanctioned for frivolous filings

A state appeals panel on Friday sanctioned a pro se litigant who is infamous for filing dozens of frivolous lawsuits and has harassed court employees and accused judges of being corrupt and mentally ill.The 1st District Appellate Court ordered that any appeal filed by plaintiff Lisa J. Gillard will be accepted but automatically stayed until the court can determine whether the appeal is frivolous.
