A divided state appeals panel on Wednesday revived a class-action effort to hold the city of Chicago liable for elevated levels of lead in residents’ water after replacing mains and meters.Plaintiffs Gordon Berry and Ilya Peysin allege the city did not warn them their water would have increased lead levels after after it replaced water mains in front of their home and a meter on Berry’s home.
