A federal judge cleared the way for disgruntled tenants to join together in a lawsuit accusing the Waukegan Housing Authority of failing to do enough to battle a bedbug infestation. In a written opinion last week, U.S. District Judge John J. Tharp Jr. certified a class that includes all people who lived in Harry Poe Manor at any time from Jan. 1, 2011, to April 22 of this year.
