SPRINGFIELD — For the first time since 1978, the state will be permitted to grant discretionary parole to young offenders facing long sentences. Gov. J.B. Pritzker signed the bill into law this week.People sentenced to long prison terms before turning 21 will be eligible for a parole review by the Prisoner Review Board after serving 10 years under the measure, which was sponsored by former Rep.
