SPRINGFIELD — Local governments will not be able to restrict collective bargaining for both public and private unions under a bill that is getting sent to the governor’s desk.Senate Bill 1474, sponsored by Democratic Sen. Ram Villivalam of Chicago, creates the Collective Bargaining Freedom Act, which gives the authority to state government rather than local governments to enact rules or laws pertaining to collective bargaining.
