A federal judge in Springfield has entered a permanent injunction against the state for poor treatment of its 12,000-plus mentally ill prisoners.U.S. District Judge Michael M. Mihm of the Central District of Illinois this week ordered the Illinois Department of Corrections to address a laundry list of deficiencies for mentally ill prisoners that amount to Eighth Amendment violations.In a 50-page order, Mihm recognized the corrections department has made “good efforts” to address the staffing issues and …
