SPRINGFIELD — A federal appeals panel upheld a ruling that found a 2009 Illinois campaign finance law does not violate free speech.The 7th U.S. Circuit Court of Appeals ruled Thursday that different contribution limits for different types of donors are not a violation of the First Amendment.The conservative group Illinois Liberty PAC, along with donor Edgar Bachrach and Republican state Sen.
