Why Chicago can’t pull the trigger on the police consent decree

The city of Chicago and Illinois Attorney General’s Office believe a draft version of the consent decree they’ve been negotiating for nearly a year can be publicized without a key issue being resolved first.The sole sticking point is a stipulation that would require Chicago police officers to document when they point their firearms at someone, attorneys for Attorney General Lisa M.
