Judge: Illinois’ treatment of mentally ill inmates is unconstitutional

The Illinois Attorney General’s Office has not decided whether it plans to appeal a federal district court ruling last week that the Illinois Department of Corrections’ treatment of mentally ill prisoners was unconstitutional and reflected an “emergency situation.”A spokesperson for Attorney General Lisa M.
