Almost eight years after the city of Elgin filed an anti-gang lawsuit against dozens of individuals alleged to be involved in the Latin Kings, a Kane County judge found four of the men were not gang members, effectively clearing their names.The lawsuit, filed in September 2010 under the Illinois Street Gang Terrorism Omnibus Prevention Act, alleged that 81 individuals had ties to the Elgin Latin Kings gang — including brothers Elias and Saul Juarez and Oscar and Ruben Sanchez.The act allows prosecutors to seek …
